What is the UGC CARE List (And Why is it Your Only Shield?)
Because of the predatory journal crisis, the University Grants Commission (UGC) created the UGC CARE list. This is an official database of all journals that are approved and recognized for academic purposes in India.
The Golden Rule: If a journal is NOT on the UGC CARE list, it is NOT valid for your PhD submission requirements.
The UGC CARE list is divided into two main groups:
- Group I: Journals approved by the UGC CARE Council.
- Group II: Journals indexed in globally recognized databases like Scopus, Web of Science (WoS), and others.
5 Red Flags of a Predatory Journal
These journals are deceptive, but they leave clues. Look for these warning signs:
- A “Guaranteed Fast Publication” Promise:
- The Trap: They promise “peer review” in 24 hours or “publication” in 7 days.
- The Reality: Real, rigorous peer review (the process that gives a journal its value) takes months, not days. “Fast-track” publication is a paid service to bypass quality control.
- Aggressive Email Spam (The Invitation):
- The Trap: You receive unsolicited emails inviting you to submit a paper. The email is often overly complimentary (“Esteemed Scholar”) and the topic is very broad.
- The Reality: Reputable journals do not spam authors begging for submissions.
- Vague or Deceptive Journal Name:
- The Trap: The journal’s name sounds important and broad (e.g., “International Journal of Science and Technology”) or it tries to imitate a famous journal (e.g., “The Lancet Science Journal” instead of The Lancet).
- The Reality: They are trying to sound legitimate to trick you.
- A Low-Quality, Unprofessional Website:
- The Trap: The website has spelling errors, grammatical mistakes, distorted images, or a “Contact Us” page with only a Gmail address and no physical office.
- The Reality: A legitimate journal is a serious academic enterprise. Its website will be professional and transparent, clearly listing its editorial board (with their university affiliations) and a physical address.
- No Clear Peer Review Process:
- The Trap: The website is vague about how peer review is conducted. It focuses heavily on the “Article Processing Charges” (APCs) or publication fees.
- The Reality: A good journal’s first priority is the quality of its peer review. The fees are a secondary consideration.
How to Check if a Journal is “Safe” (Your 3-Step Verification)
Don’t just trust the journal’s website. Do your own investigation.
- Check the UGC CARE List: Go to the official UGC CARE website and search for the journal’s title or, more accurately, its ISSN number. If it’s not on the list, stop.
- Verify Scopus/WoS Indexing: If the journal claims to be in Scopus (UGC CARE Group II), don’t trust them. Go to the official Scopus website and search for the journal. Crucially, check if it is “Active” or “Discontinued.” Predatory journals are often caught and “discontinued” from Scopus.
- Check for “Beall’s List”: While no longer updated, “Beall’s List of Predatory Journals” is a famous online resource. A quick Google search for “[Journal Name] Beall’s List” can often give you a fast “yes” or “no.”
